Animal Neglect?
6 puppies are found shivering, lethargic, having gone hours without food and water. Concerned pet owners carried them back to town, finding out they were owned by a local who has had the SPCA and RCMP involved in the alleged animal abuse and neglect oh his dogs- yet nothing has been done.
